Lost Passport – Application for Document of Identity (DOI) for urgent return to Singapore only
If you need to return to Singapore urgently, you can apply for a one-time use travel document called Document of Identity (DOI) to facilitate your return to Singapore. You are strongly encouraged to use your SingPass to apply for a DOI online via ICA’s e-Service, within 7 days of reporting the loss. Do choose to collect the DOI at the Embassy in Brussels. Singaporeans issued with a DOI should not attempt to continue their travel or cross borders between countries. Please check with the relevant immigration authorities, and train company or airlines if you are allowed to continue with your travel.
Apply for a Document of Identity Online with SingPass
You can apply for a Document of Identity (DOI) via ICA e-Services and collect it at your nearest Singapore Overseas Mission.
Steps:
(i) Obtain a police report.
(ii) Make payment for the DOI (SGD15) online with a credit card or PayNow. [If you have no means to make payment online, your family or friends may assist with the online payment]
(iii) Please ensure that you have selected that you lost your passport overseas. Doing so will allow you to choose which Overseas Mission you may wish to collect the DOI from. Please ensure you provide contact details at which you can be reached at.
(iv) ICA will verify your details for the DOI application. As processing time may vary, you may wish to revise your travel plans accordingly.
(v) After ICA has approved your DOI application, the Overseas Mission that you have selected as your collection point will contact you when the DOI is ready for your collection. You are to collect the DOI in person.
(vi) Embassy’s opening hours are Monday to Friday 9am to 12pm, and 2pm to 4pm, daily except on weekends and public holidays.
(vii) Upon your return to Singapore, you will surrender your DOI at the immigration checkpoint.
(viii) You may proceed to apply for a new passport with the Singapore Immigration & Checkpoints Authority (ICA).
(ix) Do note there are additional non-refundable fees in addition to prevailing passport fee for lost passports.
Note: ICA’s website may experience intermittent or scheduled downtime, please refer to their notices online.
If you do not have a SingPass, you can apply for a DOI in person, through the Embassy.
Steps:
(i) Obtain a police report.
(ii) Information: Contact us by phone or email singemb_bru@mfa.sg and provide your identification details (Name as per passport, date of birth, NRIC), police report and a number/email which you are reachable at.
(iii) Fees: Exact Cash payment of EUR10 per DOI.
(iv) Collection: ICA will verify your details for the DOI application. As processing time may vary, you may wish to revise your travel plans accordingly.
(v) After ICA has approved your DOI application, the Overseas Mission that you have selected as your collection point will contact you when the DOI is ready for your collection. You are to collect the DOI in person.
